  2. In a large mixing bowl, combine flour, oats, brown sugar, salt, and baking soda. Mix in melted butter and press ⅔ of the mixture into the pan.
  3. Bake for about 15 minutes or until lightly golden.
  4. In a medium bowl, whisk together sweetened condensed milk, eggs, and vanilla. Fold in white chocolate chips and cranberries.
  5. Spread the filling over the baked base and sprinkle remaining crumb mixture on top.
