- Preheat your oven to 350°F (175°C) if serving warm.
- Mix together softened cream cheese, garlic powder, salt, and pepper in a medium bowl until smooth.
- Fill each mini phyllo cup with the cream cheese mixture, leaving a little space at the top.
- Spoon about 1 teaspoon of cranberry hot pepper jelly on top of each filled cup.
- If serving warm, bake for 5-7 minutes until the phyllo cups are golden brown and crispy.
- Garnish with chopped chives and serve immediately or at room temperature.
